Dear Chairman Brooks:

I am writing to ask your urgent assistance. Please review the few pages I am enclosing with this letter. I believe Rep. Edwards and Rep. Hughes have almost everything I have written for the past five or six years -- at least 200 or 300 pages, though it isn't up-to-date.

Simply put, the CIA and/or other secret intelligence agencies operate an entrapment scam to provide illegal drugs, then undertake an elaborate psychological project for whatever their purpose may be. This has happened to me.

1) I request a personal meeting with you. I believe I have established the right to expect this of you.

2) I ask for authorization -- to use the letterhead of the Committee on the Judiciary (with your and the committee's approval of course) -- to write letters to all these people mentioned in my hundreds of pages of reports. In most cases I intend this to be a friendly letter, but I will ask you to follow up with subpoenas for those who do not answer.

With this we must have the greatest amnesty possible -- truth, not vengeance! To begin perhaps, I could become a "research analyst" or something for the Committee on the Judiciary.

3) My health needs are critical. By rights, the government should provide the proper medical equipment, the supervision of my doctor, and proper medication (whatever its current legal status) as determined by myself with the advice of my doctor.

This means marijuana (brownies mostly) immediately -- Thailand prime, not U.S. Government "rope farm"! -- and other drugs as appropriate, under a medical experiment model. All of this can be resolved quickly once the Congress decides to do the right thing by me!

4) I demand $100 million for pain and suffering (tax free). Have a "heart to heart" talk with Rep. Beilenson.

5) I have many current problems with the government -- including harassment by the IRS -- which have resulted from my attempts to advance the proposition that the government should obey the law and the Constitution. This must be made right.

I have given a few more up-to-date papers (after my reports to Rep.'s Edwards and Hughes) to the office of Rep. Mel Levine. And, several years ago I wrote Rep. Tony Beilenson (now Chairman of The Permanent Select Committee on Intelligence). I used to live in California, and I have walked many precincts for both of these persons (and many other persons as well). At one time I was treasurer of the Santa Monica Democratic Club.

I have sent most of my material to my Representative in Congress, The Honorable Steny Hoyer, though this is also not completely up to date. I am writing to you now, because I am quite certain that President Bush is legally responsible for continuing illegal and unconstitutional violations against me, including the deliberate infliction of emotional distress. Ask the Subcommittee on Crime about this.

I need your protection, and I need clerical help and hi-tech office equipment: computers that speak and hear, which write letters and so on. And of course biological and medical equipment. All of this is too much of a burden for me. Please help me now.

Thank you for your consideration and assistance. Please ask Rep. Edwards and Rep. Hughes about me. I have completed any important work that was "required of me against my will"; and now my medical needs are urgent. Ask Rep. Beilenson if he knows about audio and video tapes about me -- in the privacy of my home -- over the past several weeks.

I consider that it would be absolutely unprofessional if these tapes do not exist -- it is already illegal, let's be scientific about it. I think this would make believers of anyone still unconvinced. If the Executive Branch doesn't come forward with the full and complete truth ... IMPEACH THE PRESIDENT. Chairman Brooks my friend, you are the one. You owe me this, now!

[[[ Things start to get real weird now... This movie made a profound impact on me psychologically. Because there were so many significant "co-incidences", other coincidences get swept up in the rush of emotion.

Additionally, I have mentioned elsewhere that I had been given some kind of psycho-active drug, being told it was "acid", but it was not LSD. My guess is that it might have been psilocybin, perhaps with a small amount of LSD -- or it could have been a CIA designer drug.

There was imagery when I closed my eyes, which made me think it was psilocybin, but the effect lasted about 12 hours like LSD. My guess is this drug was discovered to have emotional effect, perhaps planned to be a complement to the mind-control process -- as represented (I believe) by this movie.

I took this drug for about 6 more months -- almost every day. There was a tolerance, like one would expect from psilocybin. And there was another effect that I don't know about. If I tried to stop taking the drug, I had a reaction of very severe and painful depression.

I am pretty sure that all this was part of a broader effort to "convert" me to the "keeping secrets" business. The person who sold me this drug did a number of things that seemed quite obvious -- in a similar pattern to much else that had happened.

And he trapped me in a "tactical psychology sense" in a way I had already pre-announced would not work. Then he threatened to try to have me killed. Much of this is discussed in my letter to the Chair of the U.S. House of Representatives Judiciary Subcommittee on Crime -- Dec. 4, 1989.

My source along the way, "mentioned" in a low key way that he was "mafia" -- which I didn't really believe, and I still don't. I imagine he was from "the mafia branch of FBI Counter-Intelligence" (Or would that be the FBI Counter-Intelligence branch of the mafia"?)

The psychological trauma of the mafia threatening to kill me overcame my difficulty with severe depression with discontinuing to take this drug. I don't think it could be called physical withdrawal. I just started taking the drug (I had several weeks supply) every other day and further tapering off from there. I didn't have much problem with the pain of the depressive reaction.

I would be pretty sure these properties of the drug were understood. I would be pretty sure they have done this to other people. I would imagine also that "the doctors" were interested "academically" how I would react with this drug, to compare my reaction with others'.

I would also be pretty sure that the properties of the drug were known and that this drug made a person "receptive" to the kind of "fake-psychic" net of coincidence explained in this movie (and I only saw the last 20 minutes or so).

The CIA White Horse Heroin Company

We must have an "AIDS and Drug Medical and Military Emergency" to legalize all psychoactive drugs and prostitution -- under a medical experiment model. Armed troops must protect these activities! And federal legislation must protect (from local and state laws) everyone who wishes to participate in the "Medical Experiment Model"

At the risk of losing credibility, I am enclosing some notes on the movie "Dark August (1976)", shown recently on WUSA Ch. 9 local. (If I remember it was about 2:00 am, early Thursday, Dec. 22, 1988. I am quite sure the two main characters represent myself and Dr. Betty Eisner (the psychic in the movie, and my psychologist in California -- one of the original LSD researchers). I am certain that this movie was authorized by someone or some organization LIKE: The CIA White Horse Heroin Company.

This is difficult to understand without knowing many particular "co-incidences" in my hundred of pages of letters and reports. I have only about the last 30 minutes of this movie on video tape (Betamax). If you don't know about "subliminals and such", it would be very informative for you to watch this movie as I explain. It is "Alice in Wonderland". Many serious people have indicated their displeasure about my discussion of such things as this. Okay, folks; the time is now: TRUTH, TRUTH, TRUTH, TRUTH, TRUTH. Let's find out who is really crazy!

Here are some excerpts:

*** Two women talking: "Do you have an explanation for what's going on?"

"No, I don't, but I can't buy witchcraft".

"Don't you there is something happening that he has no control over?"

*** Picture scene changes before previous line was completed, we see in the distance a white horse ahead of then following behind a white jeep. Soon we see another (same?) white horse in front of the jeep.

### I am sure the white horse represents heroin (and the C.I.A.) -- refer to McCoy, "The Politics of Heroin in Southeast Asia".

A young girl runs across a field then in front of the jeep which strikes her. A man gets out of the jeep; he looks for the girl which isn't there. (I believe earlier in the movie he did kill a girl that way, and this is like a "flashback".

### I believe this is a parallel to my running over a cat. Please refer to the letter of 10/7/84 "to the U.S. Congress" about the 2nd half of p.15, and also to p.3 7/15/86 "L.A. County D.A.".

*** Woman brings man ("Sal deVito") to psychic's house, gives some pumpkin seeds to psychic who accepts and says, "I have a Passion for pumpkin seed."

### Have you heard of the movie "Twins" (deVito and Schwarzenegger -- married into which family??)? My last name is "Egger", my grandmother is a twin, born on Oct. 31 (Friday the 13th???). Mr. deVito represents me I am certain. (I told you this was "Alice in Wonderland"!

*** Psychic to deVito. "You must burn your studio to the ground; and when the fire reaches the full height, throw the vial into it."

The scene then switches to a white horse standing in a field. Authorized by "The CIA White Horse Heroin Company" I believe. We hear the fire trucks and the horse begins to run.

### I think this is a "triple-play". My first thought was that they were telling me to get rid of my writing, symbolically by burning my apt. -- but I think what this really refers to is my going to the Soviet Embassy (a few weeks after "The Ides of March", 1987), taking my papers and asking for political asylum -- burning bridges so to speak. This connects with "Mick", "Mick-ael" and "Mikhail". (Read on.)

The man is thrown in jail, then later returns with others to the psychic's house. The woman is wearing a necklace with a crescent moon (Islam, I am sure! Remember the Arafat surprise!) She gets some silver pieces including a silver knife, and a silver goblet of whiskey (re: amputations for theft, and no alcohol under Islam) then the incantation:

"May Mick-hael's spear (sphere) from there to here, make the magic fire appear."

### This is it.

Refer to the letter to Rep. Edwards, 10/4/83 p.8 (especially the 2nd paragraph! and the "semi-hot" t.v. set). This "theme" continues at the last two paragraphs of p. 37 to the top of p. 38.

Next refer to my letter of Aug. 26, 1986 to Mr. S.J. Broderick of Kiplinger Washington Editors. 9C p.14, and also to para. 50, Insert 1, p.9 of "Egger v. Chambers, et al". There is one or two other references to people at Kiplinger's calling me "Mick" -- people I knew, who knew I wasn't called "Mick". This is in one of my letters someplace, but at the moment I cannot find that reference. (Also "Mikhail" at Kiplinger Wash. Editors.)

Also remember President Bush's first press conference. He paused, then: "I'll bet that phone is buzzing!" Followed by a big wink. This is, I think probably, a reference to Ronald ("Buzz") Conley, my second level manager at Kiplinger Washington Editors. I will bet there is a Covert Action Finding about this which includes myself -- against my will, in violation of my civil and constitutional rights!!! Impeach the President!!!

In the incantation, the psychic says, "... this world is mine... By the power of Ya, the Yode of the Tetragrammaton and the Wand of Will. (The Tetragrammaton is an ancient Hebrew word that the Hebrew people are forbidden to speak.) Then concluding, "Eeeeeeeeeeee- yyyyyyyy- oooooooooooooo- wwwwwwwww" (like "Ee-Yow" -- "ouch?!!!"). Looks like one hell of a sting to me!

Have a look at all the papers I've written in the past five years. Especially, refer to my letter to Rep. Hughes of June 11, 1986. Impeach the President! All in all I should say a remarkable string of coincidences!!! Have a look at the first page of the New York Times of Aug. 13, 1988 (Saturday), which includes my letter. There is a page-1 article about Dan Quayle as a "dark horse" for V.P.!

Certainly it is my opinion that all of this has been carefully planned for a number of years. I think it is time for a "full-court press"!!! If this is dragged out or compromised, there will truly be a disaster! The AIDS and Drug Medical and Military Emergency, and the controlled legalization of drugs and prostitution under The Medical Experiment Model. Faster than the speed of light! That's my recommendation.

Further reflections on the movie "Dark August":

I believe the purpose of this movie, and my particular circumstance, is to demonstrate the capability for mind control. I believe my killing of the cat was to demonstrate this, and to further advance my psychological destabilization.

The "coup de grace" I believe occurred in November 1976, with [[[ what I suspect to be ]]] the faked death of my friend Noel Kramer. He took a dose of the prescription stimulant drug: ritalin, and had a session with Dr. Eisner in which he was immersed in a tub of hot mineral water at Dr. Eisner's home. Later, members of the psychology group came there. Noel looked weird, but we had all seen many weird reactions before.

Finally Dr. Eisner (I think) called the paramedics, and later he was pronounced dead at the hospital. I have conjectured in my previous hundreds of pages of reports that his death might have been faked.

After viewing the movie "Dark August" I have remembered many events which fit the pattern of destabilization and hypnotic mind control. I believe the killing of the cat and ensuing events of further destabilization against me were to prepare me, for whatever reason, not to take action to try to help Noel. It just didn't occur to me that there was danger. I believe that this was "directed" to me hypnotically and otherwise, including a number of things Noel said and did prior to his demise.

The pattern of all of these events lead me to believe that many group people were in fact aware that the death was being faked -- with the purpose of follow-up regarding those who did not know the truth. I am quite sure that I was the primary object of this. Then I was "directed" to Saudi Arabia and the ensuing events of my reports -- events and reports that would have never happened except for Noel's demise.

This movie was made in 1976 according to the Washington Post TV guide. I believe this timing is deliberate; Noel's demise occurred in November 1976. In the beginning of the scene in which the protagonist (myself) is introduced to the psychic (Dr. Eisner) -- the psychic is with a young girl (about one year old) the same age as Noel's daughter at the time of his demise. After reflection and memories, I have no doubt that this movie intentionally depicts Dr. Eisner and myself.

This has been a great shock to me. I am quite convinced that I have been the subject of hypnotic and conditioned mind control -- I imagine as the result of a diplomatic/mafia contract about 50 years ago -- Joe Kennedy, Joe Stalin, FDR, Saudi King Abdul-Aziz (al-Saud), the King of England, probably Mao Tse-tung, and others -- the Mafia contract for political and military control of the planet. I am quite convinced of this.

After I saw (and recorded) the last 30-40 minutes of this movie, I started back-tracking in my memory, and an unmistakable pattern has emerged. My mother's father told me some few years ago that he had applied to go to work for ARAMCO (The Arabian American Oil Company) in Saudi Arabia in the 1930's -- but then he didn't go. He didn't explain why.

I believe what happened was that when the U.S. oil companies (Texans, et al) first went to Saudi Arabia the Saudis made a political agreement not to amputate hands of United Statesers in return for govt./mafia punishment of some kind, and at this time that they agreed to a psychological experiment which caused them to search Texas schools for intelligent young girls with the last name "Cross" (for the religious symbolism and also the mother's maiden name is usually "secret") -- and found my mother.

I believe that in large measure this determined my life including the killing of the cat and Noel's demise -- faked I am quite convinced -- all for the purpose of destabilizing me psychologically -- using me as an unwitting shill to establish a "sting" for the purpose of a coup d'etat for the planet. I believe events in the coming year will initiate this new political and social structure.
